Generally you can cancel a dental plan at anytime, by not paying, if it’s a stand-alone dental plan.
As long as you continue to pay your health plan premium, you’ll stay enrolled in your health plan.
Important: Don’t cancel your dental plan on HealthCare.gov if you want to keep your health plan.

The Short Answer: Yes! There’s lots of dental and vision carriers that offer plans you can get year round. You can often get better coverage this way, as opposed to bundling with a health plan. There is no “open enrollment period” for dental and vision plans in the same manner as health plans.
